Original Request for Bids
The City of DeLand hereby requests responses to this Request for Proposals from qualified development teams interested in developing 0.868 acres of land in downtown DeLand as a professional office, residential, retail mixed use development. The property is located at 130 West New York Avenue. A second parcel consisting of 0.4205 acres of land located on Georgia Avenue may also be incorporated into the project proposal. Interested development teams shall submit 15 copies of all materials indicating their qualifications, previous experience, key personnel, financial feasibility and proposed project details no later than 3:00 pm Friday, August 31, 2018 to the Receptionist located on the second floor of City Hall, 120 S. Florida Avenue, DeLand, FL 32720. Further information may be obtained by calling the Community Development Director’s office at 386-626-7024. Once received, submittals will be reviewed and ranked by a City selection committee based upon objective criteria. It is anticipated that the committee will recommend a short list of firms to the downtown DeLand Community Redevelopment Agency and upon approval of the short list by the CRA, conduct interviews with several firms to establish a final ranking of the firms and authorize staff to enter into negotiations for agreements with the selected firm. Upon receipt of the CRA's approval, the City's Project Team/Manager shall negotiate agreements with the top ranked firm. Should the Project Team/Manager be unable to negotiate satisfactory agreements with the top ranked firm, negotiations with that firm shall be terminated and the Project Team/Manager will begin negotiations with the next ranked firm and so on until negotiations are successful.
The City of DeLand reserves the right to reject any and all submittals and to waive any and all irregularities in any submittal received, whenever such rejection or waiver is in the best interest of the City. The City reserves the right to select any firm which, in its sole judgment, is the best qualified to perform the redevelopment project. Any proposal received after the time and date specified will not be considered. No firm will be compensated for this submittal or subsequent presentation interview or for any expense, service or deliverable produced prior to formal execution and acceptance by the City of a development agreement.
