DELAND HOUSING AUTHORITY

 

The terms for Seats 3 & 4 on the Housing Authority expired November 1, 2018. Shall consist of five members appointed by the City Commission to serve four (4) year terms.  The majority of the membership must be city residents.  One member must be a recipient of Section 8 housing.

 

DUTIES:

A local public housing agency for undertaking and carrying out preliminary planning of low-rent housing projects and financial assistance in providing low-rent housing by leasing dwelling units in existing privately-owned structures.

 

DOWNTOWN COMMUNITY REDEVELOPMENT AGENCY (CRA)

 

The term for Seat 6 on the Downtown CRA expires December 1, 2018. Shall consist of seven members, to include the five City Commissioners plus two additional persons who shall be appointed by the City Commission.  The two additional members shall either be City residents or shall be engaged in business within the Downtown Redevelopment District, i.e., own a business, practice of profession,perform a service for compensation, or serve as an officer or director of a corporation or other business entity engaged in business within the Downtown Redevelopment District.  Terms are for four (4) years.

 

INTENT:To direct the rehabilitation, conservation, and/or redevelopment of the Downtown Redevelopment Area as necessary for the public health, safety, morals or welfare of the residents of the City of DeLand.

 

ECONOMIC DEVELOPMENT COMMITTEE

Seats 1, 3 and 6 are vacant on the EDC. In addition, the terms for Seats 7, 8 and 9 expire December 1, 2018. Terms are for three (3) years; no fewer than 5 of the members shall be City residents. May include designees of the Chamber of Commerce, and representatives from industry, academia, aviation, business people whose businesses are located in the downtown redevelopment district, and owners of property within the downtown redevelopment district whose property is the location of a current business.

HISTORIC PRESERVATION BOARD

 

The terms for Seats 6 and 7 on the HPB expired October 1, 2018. The Board shall have seven members appointed by the City Commission to serve for a period of three (3) years.  At least four (4) of the seven members shall be residents of the City of DeLand. Three (3) members may be non-residents who own land in the Historic District.  One member of the Board shall be a registered architect, if available. The remaining six appointments shall be made on the basis of civic pride, integrity, experience, and interest in the field of historic preservation.  Should, whenever possible,appoint a representative from each of the following areas of expertise:

 

(a)        History

(b)        Real estate or real property appraisal

(c)        Urban planning and engineering

(d)        Building construction

 

POWERS AND DUTIES:

(1)        Update the official inventory of cultural resources and submit to the City Commission recommendations and documentation concerning the updating.

(2)        Develop programs to stimulate public interest in urban neighborhood conservation, to participate in the adaptation of existing codes, ordinances, procedures, and programs to reflect urban neighborhood conservation policies and goals.

(3)        Explore funding and grant sources and advise property owners concerning which might be available for identification,protection, enhancement, perpetuation, and use of historic, architectural,archeological, and cultural resources.

(4)        Cooperate with agencies of city, county,regional, state and federal governments in planning proposed and future projects to reflect historic preservation concerns and policies, and assist in the development of proposed and future land use plans.

(5)        Advise property owners and local governmental agencies concerning the proper protection, maintenance,enhancement, and preservation of cultural resources.

(6)        Advise the City Commission concerning the effects of local governmental actions on cultural resources.

(7)        Review and recommend the designation of sites, buildings, structures, objects, and districts, both public and private,as historically or architecturally significant.

(8)        Approve or deny petitions for certificates of appropriateness required under the historic preservation regulations.

(9)        Notify the Planning Director who shall take appropriate action when it appears that there has not been compliance with the historic preservation regulations.

(10)      Assist in developing a historic preservation element to be incorporated into the City of DeLand’s Comprehensive Plan and, if necessary, make recommendations for amendments to historic preservation goals, objectives and policies in the plan.

DELAND PLANNING BOARD

 

The terms for Seats 1, 3, 5 & 6 on the Planning Board expired November 1, 2018. Shall consist of seven members who shall be residents of the City, who shall be appointed by the City Commission. The terms of the members shall be four years. Each year a chairman is elected from among the members.

 

POWERS:

(a)        To acquire and maintain in current form such basic information  and materials as are necessary to an understanding of past trends, present conditions, and forces at work to cause  changes in these conditions.

(b)        To prepare, amend and revise a comprehensive and coordinated  general plan for meeting present requirements and such future  requirements as may be foreseen.

(c)        To establish principles and policies for guiding action in the  development of the area.

(d)        To prepare and recommend for adoption to the governing  authority a zoning ordinance and map for its political jurisdiction.

(e)        To amend or supplement the zoning regulations and districts  adopted.

(f)        To prepare and recommend to the governing body, other  ordinances and resolutions promoting orderly development, along the lines indicated in the comprehensive plan for the  growth an improvement of the area.

(g)        To determine whether specific proposed developments conform to  the principles and requirements of the comprehensive plan.

(h)        To conduct public hearings as may be required to gather  information necessary for the drafting, establishment and maintenance of the comprehensive plan.

(i)         To make, cause to be made or obtain special duties on the  location,condition and adequacy of specific facilities of the  area.

(j)         To keep the governing body and the general public informed and  advised as to these matters.

(k)        To perform any other duties which may be lawfully assigned to  it by the City Commission.
