The City Manager shall serve as the City’s Chief Executive Officer and head of the administrative branch of the city government. He shall be responsible to the City Commission for the professional management of the City and providing leadership to carry out the policies and procedures as established by the City Commission, and to that end he shall have power and shall be required to:
Execute the laws and administer the government of the City.
Appoint upon the basis of ability and competence and may remove all officers and employees of the City for cause, except as otherwise provided by the City’s Charter, and except as he may authorize the head of a department or office to appoint subordinates in such department or office.
Prepare the budget annually and submit it to the City Commission, and be responsible for its administration after adoption.
Attend all meetings of the City Commission and of its committees, with the right to take part in the discussion of matters affecting the city, but without having a vote.
Recommend to the City Commission for adoption such measures as he may deem necessary or expedient in the interest of the City.
Be the purchasing agent for the City and as such make all purchases of supplies and shall approve all vouchers for payment of same, except the City Manager may delegate this power pursuant to Section 62 of the City’s Charter.
Prepare and submit to the City Commission as of the end of the fiscal year a complete report on the finances and administrative activities of the City for the preceding year.
Keep the City Commission advised of the financial condition and future needs of the City, and make such recommendations as may seem to him desirable.
Accept by all courts service of civil process on the City.
Perform such other duties as may be prescribed by the City’s Charter or required of him by the City Commission, not inconsistent herewith.
About Michael Pleus
Michael Pleus was born and raised in Windermere, Florida. He received his BA from Stetson in Political Science in 1994 and MBA from Stetson in 1999. He is also a graduate of the Harvard Kennedy School’s Executive Education program for Senior Executives in State and Local Government. He earned his designation as a Credentialed Manager by the International City/County Management Association in 2008.
His career in Public Administration began in 1994 as an Intern in the County Manager’s Office. He was promoted to Special Projects Coordinator and later an Assistant to the County Manager before leaving in early 2000. Michael was hired as Administrative Services Director for the DeLand in March of 2000. He was promoted to Assistant City Manager in 2001 and City Manager in July 2008. As City Manager, Michael is the Chief Executive Officer for the City and responsible for overseeing all City operations.
Michael is a Past-President of the Florida City and County Management Association. He is a member of the DeLand Breakfast Rotary and Past President of the Kiwanis Club of DeLand. He currently serves on the Board of Directors for the Florida League of Cities, Executive Committee of Team Volusia Economic Development Corporation, Volusia/Flagler Commission on Homelessness, and serves as Treasurer for the Community and Support Services Board for Catholic Charities of Central Florida. Additionally, he is active in Boy Scouts having served as Cubmaster, Troop Committee Treasurer, and Unit Commissioner.
