The Building Department provides three different services: building plans review and inspections, code enforcement and issuance of occupational licenses.

Permits and Inspections

The Building Department receives building permit applications for all structures ranging from office buildings to homes to fences and reviews the construction plans to assure that they meet requirements of the Florida Building Code, other ordinances in effect; checks contractors for required licenses; and maintains records. Field inspections of buildings are conducted to make sure they are being constructed in accordance with approved plans and all applicable construction codes. Inspectors are state certified in their respective areas. Tree permits and permits for water and sewer connections are also issued through this office.

Building and Impact Fees

Building and impact fees are calculated on each structure.  The fee list describes most of what may be applied to your project. Plans review fees are collected at the time of plan submittal.  Building inspection fees and City impact fees (water, sewer, police, fire, government buildings, and parks and recreation impact fees) are collected when the permit issued.  In addition, the City of DeLand collects the County Road impact fees and the County school impact fees before a certificate of occupancy is issued.

Code Enforcement

Two Code Enforcement Officers is also employed by the Building Department. The officer enforces a broad range of land use ordinances to assure that a healthy, safe and attractive environment is maintained for DeLand's residents. Code enforcement services are provided in response to citizen complaints, but work efforts also include proactive enforcement and educational components designed to promote compliance with adopted regulations. When necessary, compliance may be achieved through the City's Code Enforcement Board which has the authority to levy a fine of up to $250.00 per day (more for repeat violations). For certain violations, Code Enforcement Officers may issue citations or "tickets" instead of processing a violation through the Code Enforcement Board. In general, tickets are reserved for more serious or repeat violations.

Occupational Licenses

All businesses located within the City of DeLand are required to obtain an occupational license which must be renewed annually.

Please contact the Building Department at 386-626-7010 if you are a new business needing a license for the first time to learn about license fees and to obtain a copy of the application.

License renewals are sent through the mail. This generally occurs in late August of each year.
