Many communities talk about being pro-business, but few have been as active in establishing tangible methods and procedures to ensure smooth sailing for businesses.  In DeLand you'll find a streamlined permitting process that will allow relocating or expanding companies in moving from planning to production.  The Community Development Department administers and manages the City's land development review process.  The Planning staff is responsible for coordinating the site plan review and subdivision platting process among the developer, other City Departments and the City Commission to assure required approvals are issued before construction commences.  Building Department staff reviews plans quickly and then works closely with builders to insure timely inspections.

Business Incentives & Assistance 

The City offers several grant programs and incentives to businesses within the downtown business district:    

·  Façade grants (downtown properties) are matching grants for rehabilitation of building facades.

·  Underutilized Building Grants provides incentives to encourage new or retrofitted facilities, thereby eliminating vacant and/or underutilized buildings in the Tax Increment District of the City of DeLand.

Community Development Block Grant (CDBG)

Community Development coordinates use of the Community Development Block Grant (CDBG) funds that the City receives as a sub recipient under Volusia County's entitlement program. The Citizens Advisory Task Force considers applications submitted by city organizations and private agencies for use of these funds and makes recommendations to the City Commission for their expenditure.  These funds must be applied only to the CDBG low-to-moderate income designated area.  Applications are accepted once a year in January.  For more information, please contact Marla Ivey, Community Development Coordinator, at (386) 626-7018 / iveym@deland.org.
