INFORMATION REGARDING 2016 GENERAL ELECTION
City of DeLand Election Information

General Election Information:

General Elections in the City of DeLand are held in even-numbered years on the date established by the Florida Election Code for the primary election.  The date of the next General Election will be August 30, 2016.  In 2016, Seats 2 and 4 are up for election*. A Run-off Election is held only in the event no candidate for any seat receives a majority of the votes cast during the General Election.  Only the names of the two candidates receiving the largest number of votes for any seat shall be printed on the ballot for such Run-off Election.  The date of the next Run-off Election, if required, is November 8, 2016.

Municipal elections are non-partisan.  The City of DeLand has no districts - all seats on the DeLand City Commission are elected at-large.  The terms of office for all seats are four (4) years.  There are no term limits.

The current City Commissioners are:

Seat 1 - Mayor Robert F. Apgar (term ends 2018)
Seat 2 - Commissioner Charles Paiva (term ends 2016) *
Seat 3 - Commissioner Jessica Davis (term ends 2018)
Seat 4 - Commissioner Chris Cloudman (term ends 2016) *

Canvassing Board – pursuant to State law, the Volusia County Canvassing Board will canvass the returns of any City election that is held coincident with a county, state or federal election.  For information regarding the specifics of the Canvassing Board meetings, please contact the Volusia County Supervisor of Elections (386)736-5930, or visit the Volusia County Supervisor of Elections website.

Running for City Commission:

In order to qualify to run for City Commissioner, candidates must be a qualified elector of the City of DeLand and must have or will have resided within the present corporate limits of the City of DeLand for at least six (6) months immediately preceding the date of the end of the qualifying period.  Candidates are required to sign both a City and a State of Florida oath, file a State of Florida Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates (Form DS DE 9), file a Statement of Candidate (Form DS-DE 84), file a Statement of Financial Interests, and pay a qualifying fee equal to one (1%) of the annual salary of the position sought.

If you are interested in running for the City Commission, it is important that you contact the City Clerk’s office to obtain information about the specific requirements for filing.  State law has very specific requirements with regard to candidates.  For example, candidates must file the State of Florida Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates (Form DS-DE 9) BEFORE opening a bank account, accepting contributions toward their candidacy, or expending any funds toward their candidacy (including the qualifying fee).  Candidates must file a Statement of Candidate (Form DS-DE 84) within ten (10) days of filing the Form DS-DE 9.  Once these forms are filed, candidates are required to file periodic Campaign Treasurer Reports with the City Clerk’s Office pursuant to the filing schedule prescribed by State law.

The City Clerk shall have qualifying forms available for completion by any candidate who wishes to run for the City Commission.   All qualifying forms and the qualifying fee shall be filed by a candidate at the time and on the dates established by the Florida Election Code of each even-numbered year, unless otherwise set by adoption of a resolution by the City Commission.  Qualifying dates for the 2016 General Election will be from noon, June 20, 2016 through noon June 24, 2016.
