HISTORIC PRESERVATION BOARD
Seat 4 on the HPB is vacant due to the resignation of Rochelle Franklin. This Board shall have seven members appointed by the City Commission to serve for a period of three (3) years. At least four (4) of the seven members shall be residents of the City of DeLand. Three (3) members may be non-residents who own land in the Historic District. One member of the Board shall be a registered architect, if available. The remaining six appointments shall be made on the basis of civic pride, integrity, experience, and interest in the field of historic preservation. Should, whenever possible, appoint a representative from each of the following areas of expertise:
(b) Real estate or real property appraisal
(c) Urban planning and engineering
(d) Building construction
In light of the present composition of this Board, this vacant seat does not require that a City resident be appointed.
RIVER-TO-SEA TRANSPORTATION PLANNING ORGANIZATION (R2CTPO)
BICYCLE AND PEDESTRIAN TASK FORCE
AND CITIZENS ADVISORY COMMITTEE
The River-to-Sea Transportation Planning Organization is a statutory committee created to meet federal requirements for obtaining and expending federal transportation funds. The authority and responsibility of an R2CTPO is for the management of a continuing, cooperative and comprehensive transportation planning process that results in the development of plans and programs which are consistent with the comprehensively planned development of an urbanized area.
CITIZENS ADVISORY COMMITTEE: The purpose of the Citizen’s Advisory Committee (CAC) is to seek reaction to planning proposals and to provide comment with respect to concerns of various segments of the population in regard to their transportation needs. It is the function of the CAC to assist the R2CTPO in formulation of goals and objectives for shaping the urban environment; conduct public information programs; provide an effective citizens review of the preliminary findings and recommendations of the continuing study; and assist in other functions as deemed desirable by the R2CTPO or TCC. Citizen appointments to the Citizens Advisory Committee are made by the City Commission.
BICYCLE AND PEDESTRIAN TASK FORCE: The purpose of the Bicycle and Pedestrian Task Force is to provide input regarding alternate means of transportation in the urban environment. Citizen appointments to the Bicycle and Pedestrian Task Force are made by the City Commission representative to the R2CTPO.
VOLUSIA GROWTH MANAGEMENT COMMISSION
The seat on the VGMC reserved for a representative of the City of DeLand is currently vacant.
Review the Comprehensive Plans and any plan amendments thereto for each governmental entity in Volusia County to insure intergovernmental coordination and cooperation.
To provide an effective means for coordinating the plans of municipalities and the County, in order to provide a forum for local governments in Volusia County to coordinate decision making related to land use, the environment and public services for the citizens of Volusia County.
