This item is to declare equipment as surplus and allow the City Manager to dispose of as set forth in the Resolution.
Acceptance of the lease with DeLand Aviation, LLC.
Acceptance of the lease with Aircraft Specialty Leasing, LLC.
Acceptance of the lease with RealSims, LLC.
Acceptance of the lease with SimCheck Training Inc.
In order to continue cleaning of the City’s sewage and storm-water pump stations and collection system lines, staff recommends the sole source repair of this Vactor Sewer Jet by Environmental Products of Florida Corporation for the amount of $29,708.31.
Approval of the contract renewals with the Florida Department of Corrections to provide the City with two work squads of inmates and two supervisory correctional officers for an annual cost of $112,934 and authorize the Mayor to execute the proposed contracts.
PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT
OLD BUSINESS:
Proposal of several changes to Chapter 30 “Utilities” of the Code of Ordinances. These are largely administrative in nature and, for the most part, provide further clarification of policies and procedures already in place and address some of the concerns voiced by customers regarding existing City policies.
Request to release a Request for Proposals for Red Light Camera Program Services for the City of DeLand.
NEW BUSINESS:
Planning staff is proposing to amend the City’s Land Development Regulations, to provide changes that potentially are beneficial in facilitating redevelopment projects. The proposed changes are only intended to effect redevelopment projects that have circumstances that will not allow complete compliance with the City’s regulations.
The Applicant, Scott Morton, OK Victoria Park LLLP, is requesting a re-plat of a subdivision that was originally processed as a combined preliminary/final plat. The request is to construct 40; 40’ single family lots rather than the previously approved townhome lots.
Approval of Contract with Team Volusia Economic Development Corporation for FY 10/11.
City to assume responsibility for streetlights in Glenwood Springs subdivision effective September 1, 2010 and prepare a Resolution to establish a Streetlight Special Assessment District for implementation with the November 2011 tax bill.
Report on the effectiveness of the City’s Red Flag Policy and consideration of Resolution repealing and replacing that policy.
Selection of a property to receive the Neighborhood Beautification award at the next commission meeting.

The DeLand City Commission holds its regular meetings on the first and third Mondays of each month at 7:00 p.m. in the DeLand City Commission Chambers, 120 South Florida Avenue, DeLand. Notice of special meetings, workshops, changes in dates, times or locations are provided by separate Public Notices, which are posted at City Hall and on the City’s web site.
The City of DeLand may take action on any matter during this meeting, including items that are not set forth within this agenda.
Public participation is encouraged on any matter on the agenda. If you desire to be recognized by the Mayor, please fill out a Speaker’s Card and present it to the City Clerk.
Minutes of the DeLand City Commission meetings are not transcribed verbatim. If any person decides to appeal a decision made by the City Commission with respect to any matter considered at a public meeting or hearing, he/she will need a record of the proceedings including all testimony and evidence upon which the appeal is to be based. To that end, such person will want to ensure that a verbatim record of the proceedings is made by a court reporter, at the person’s own expense.
